Meet our Honorees

Dr. Julie Walker Balcer
Dr. Julie Walker BalcerPrincipal, Snyder-Girotti Elementary School

Dr. Julie Walker Balcer serves as the Principal of Snyder-Girotti Elementary School in the Bristol Borough School District, where she has dedicated her career to supporting students, families, and the Bristol community. She began her educational journey at Immaculata University, where she graduated with a degree in Dietetics and earned her Elementary Education certification.

After college, Dr. Balcer worked for the School District of Philadelphia, teaching nutrition education across the city. During this time, she collaborated with colleagues working under the district’s nutrition education grant to develop “Eat Right Now” television episodes, which were aired in classrooms to support healthy eating habits and nutrition education. She later worked as a clinical dietitian at Einstein Hospital, but ultimately realized that her true passion was in education and supporting children.

Dr. Balcer joined the Bristol Borough School District in 2009, beginning as a middle school teacher. Over the years, she has taught middle school, special education, and kindergarten, and served in multiple leadership roles—including Interim Principal—before becoming Principal of Snyder-Girotti Elementary School in 2024. In addition to her role as principal, she serves as the district’s Coordinator of Federal Programs, where she writes and oversees the Title I, Title II, and Title IV grants to support student achievement, class-size reduction, professional development, and enrichment opportunities across the district. She holds a Master’s degree in Education from Chestnut Hill College and, in May 2025, earned her Doctorate in Education Administration from Gwynedd Mercy University. Her professional background, combined with advanced graduate training, has strengthened her instructional leadership and commitment to student success.

Deeply committed to service, Dr. Balcer is an active volunteer in the Bristol community. She supports the Bristol Lions Italian Day Festival, serves on the Bristol Borough Education Fund, which provides grants to teachers, and works with the district’s Academic Oversight Committee, which funds many projects throughout the school district. Much of her community involvement centers on meeting the needs of students and families, including coordinating supports such as the Snyder-Girotti food pantry. She has also continued the district’s partnership with Bristol Riverside Theatre and looks forward to future opportunities to bring arts experiences and programming to the students of Bristol Borough, reflecting her belief in the power of the arts to inspire and enrich learning.

Outside of school, Dr. Balcer is happiest spending time with her husband, Patrick, and their three children, Molly, Jack, and Grace. Her family’s cherished place to unwind is Seaside Park, New Jersey, where she recharges and reflects on the work she loves. As both an educator and a resident of Bristol Borough, she values the privilege of serving the same community her family calls home and is dedicated to giving back through her leadership, service, and heart for children.
